We are running LNotes v7 on pSeries servers with clustering. Due to user's replication settings whereby 'receive deletion' was turned-off at user's end, cluster server mail database becomes very much bigger than primary server. How can we change all user's replication settings centrally? Any tool? Thanks.

Perhaps Domino Policy Based Administration can push those changes for you.

We are using notes 6.5 Whenever I use a particular distribution list, it converts the list to the names of all the members of the list prior to sending it out. Is there a feature to disable this from happening?

I attended a web demo today of a product called ServerAdminPlus by Axceler. It looks very powerful and should be included in your list.
